OVERALL DESCRIPTION

The Director will supervise, manage and plan the daily activities of the operational safety officers to ensure they have the resources, tools and cooperation of others to implement and coordinate programs designed to reduce or eliminate hazards, injuries, illness, death and financial losses to all employees and customers. The Director will coordinate and cooperate with all levels of Authority management, labor unions, safety committees, and manage the Safety Officers in order to provide expert assistance toward identifying, quantifying and prioritizing line management's prevention of safety hazards. The Director will supervise a staff that specializes in the following primary safety disciplines: Operational Safety, and Vehicle & Equipment Safety.

SPECIFIC RESPONSIBILITIES

  • Works with the Deputy Chief Safety Officer to establish department goals and programs to improve the safety, quality, productivity and efficiency of the department operation.
  • Works with the Deputy Chief Safety Officer to establish operational and occupational based programs to improve the safety of SEPTA employees and customers.
  • Ensures high staff morale and adequacy of manpower and staff training to ensure the department goals and programs are being implemented.
  • Interprets Authority Policy and administrative directives and support the Deputy Chief Safety Officer toward the development and enhancement of the System Safety Program Plan; Safety Management System, and Safety related Polices, Directives and Programs.
  • Develops strategies for the implementation of assignments and the effective utilization of Safety Officers.
  • Supervises the daily activities of Safety Officers, develops individual goals, provides work assignments, ensures implementation of work assignments, and promotes success through training, support and constructive feedback.
  • Works with the Deputy Chief Safety Officer on Budgetary planning and spending for both Operating & Capital expenses.
  • Works with the Deputy Chief Safety Officer to develop Department and Authority Goals to reduce or eliminate hazards, injuries, illness, death and financial losses to all employees and customers.
  • Works with the Deputy Chief Safety Officer to manage spending and utilization of the department budget.
  • Assists the Deputy Chief Safety Officer with funding requests and project management.
  • Responsibly generates Purchase Requisitions and Requests for Payment as needed to perform job responsibilities.
  • Manages the development and routine updating of all required Safety Programs including but not limited to, the System Safety Program Plan, the PTASP, the Emergency Operations Plan, and the Accident & Illness Prevention Plan.
  • Manages the day-to-day activity of the operational Safety Officers to ensure implementation of Safety Programs and Department Safety Goals. Prioritizes work activities. Effectively utilizes the System Safety staff to carry out the department responsibilities.
  • Instills a professional, positive, and supportive philosophy in all safety officers. SPECIFIC RESPONSIBILITIES CONT'D
    • Works with other Departments to promote safety and supports their safety needs by providing department resources and expertise.
    • Assigns work to Safety Officers and provides follow up support to ensure the assignment is completed in a professional, timely and accurate manner.
    • Supports the development of and compliance with operational practices, operational training, rules, and vehicle maintenance activities as related to their Safety Critical elements for all modes of operation. Ensures safety support and consultation is provided for these functions.
    • Ensures that safety oversight and consultation is provided to all internal and external infrastructure improvements and maintenance activities.
    • Develops and implements public safety campaigns and programs, including the oversight of the Operation Lifesaver Program and safety blitzes; and establishes partnerships with external stakeholders.
    • Manages the day-to-day coordination and activity under the FTA 672 State Safety Oversight requirements as defined by the Pennsylvania DOT State Safety Oversight.
    • Provides oversight and support to the various union/management Safety Committees.
    • Ensures compliance with various Regulations and interfaces with regulatory agencies and personnel including but not limited to, FRA, FTA, PA DOT SSOA, OSHA, emergency response agencies, and municipalities.
    • Works with the Director of Accident Prevention and Investigation to review accident and incident trends and develops campaigns with the various operating modes to reduce, if not eliminate, accident trends.
    • Works with the Workers' Compensation and the accident/incident database to review employee incident trends and develops campaigns with the various shops and infrastructure groups to reduce, if not eliminate, accident trends.
    • Maintains a pager/cell phone for 24 hour a day/7 day a week accessibility.
    • Keeps current in safety issues and regulations, particularly as related to the public transportation industry.
    • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
    • Performs other safety related duties as required by the Chief Safety Officer, System Safety and the Deputy Chief Safety Officer or their appointed representative.
    • Serves as Acting Deputy Chief Safety Officer, System Safety as required. QUALIFICATIONS AND EXPERIENCE
      • B.S. Degree in related safety, or engineering discipline and a minimum of eight (8) years' experience in the health and safety field with specific exposure to Transportation Operations required.
      • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
      • Must possess a valid driver's license.
      • Strong knowledge of OSHA, FRA and FTA regulations required.
      • Experience in Public Transportation Industry required.
      • Must demonstrate the ability to pursue/perform multiple tasks simultaneously.
      • Must have a strong understanding of union and management environment and demonstrate the ability to properly and appropriately address health and safety matters directly to Union employees and leadership.
      • PC experience with MS Word, Officer 365, Excel, PowerPoint required. Experience with MS Access preferred.
      • Must have excellent verbal and strong technical writing skills.
